Export control documents (EEI, bills of lading, air waybills) must be consistent with the licence; no one may issue a bill of lading or air waybill delivering licensed items to a port outside the country of a consignee or end user named on the licence and EEI, or to optional ports unless all are in the destination country or on the licence (unlicensed items may name optional ports in countries they could go to without a licence); no one may deliver to another country without BIS's written authorisation, except for reasons beyond the carrier's control. Unscheduled unloading in a country needing a licence bars entry into its commerce without BIS approval; the carrier informs the exporter and BIS, and the exporter reports within 10 days with the manifest, place, reason and a disposition proposal.
