DO-254 / ED-80 - Design Assurance Guidance for Airborne Electronic Hardware 7.2.2: 7.2.2 Baseline establishment

Baselines provide the basis for later work and for control of and traceability between items: baselines are set for items used for certification credit (intermediate baselines optional); established baselines are under change control; derivative baselines follow change control; and where credit is claimed for work or data of a previous baseline, the new baseline traces to it.
