An action service provider given a valid instruction contravenes the section (civil penalty) if it charges, or causes to be charged, fees for processing the instruction where the rules have not declared that such fees may be charged or the fees exceed any the Commission has determined, or fees for performing the action that exceed what it would ordinarily charge for performing actions of that type in its business (having regard to any criteria in the rules). Dormant until a CDR action type is declared and rules made.
