A CDR participant required by the rules to disclose CDR data contravenes the section (civil penalty) if it charges, or causes to be charged, a fee for the disclosure, for a related disclosure by a gateway or other participant, or for the recipient's use of the data resulting from it, where the data is fee-free CDR data, where the fee covers disclosure or use of chargeable CDR data outside the chargeable circumstances the designation specifies, or where the fee exceeds a reasonable fee the Commission has determined for it under section 56BV.
