An action service provider for a type of CDR action contravenes the section (civil penalty) if it is given a valid instruction under the rules to perform a CDR action of that type, fails to perform it in accordance with the instruction, and, having regard to criteria in the rules, would ordinarily perform actions of that type in the course of its business. Dormant until a CDR action type is declared and rules made.
