Bulk transfer of dangerous goods (Part 10) – Australian Dangerous Goods Code Edition 7.8 (Consignor and Transport Duties)

Australian Dangerous Goods Code Edition 7.8 (Consignor and Transport Duties) 10.2.3: General transfer requirements: vehicle immobilised, operator in attendance with shut-off access, cabin empty, adequate light, inert gas pressure

What does 10.2.3 require?

No transfer into or out of a vehicle takes place until the vehicle has been immobilised; a person stays near the vehicle throughout, positioned to observe every valve, fitting, gauge and hose connection in use, with access to the equipment needed to stop the transfer on an escape, leak or spill; the cabin is unoccupied during a transfer; lighting at all valves, fittings, gauges and connections is adequate for safe operation; and where gas pressure is used the supplying receptacle's design pressure is not exceeded, the gas is chemically inert to the goods, and air is never used for Class 3 or 4 goods or those subsidiary hazards. Hoses are handled to avoid curvature, stress, abrasion or kinking. Bitumen may be transferred between a coupled tank vehicle and road-making plant while moving under the stated conditions.
