What does 10.2.1.1 require?

Before Division 2.1 or Class 3 goods (or goods with those subsidiary hazards) are loaded into or discharged from a road vehicle, the vehicle must be parked so that it can leave in a forward direction, or with as little manoeuvring as the site layout allows; the path the vehicle needs to leave the premises is kept clear as far as practicable throughout.
