Australia Public Governance, Performance and Accountability Rule 2014 (PGPA Rule)
Part 2-2: fraud and corruption control, debt recovery and officials' disclosure of material personal interests (sections 10 to 16DA) – Australia Public Governance, Performance and Accountability Rule 2014 (PGPA Rule)

Australia Public Governance, Performance and Accountability Rule 2014 (PGPA Rule) 15: Board member's withdrawal: a member who has disclosed an interest neither attends the consideration of the matter nor votes on it, unless the responsible Minister declares otherwise in writing or the non-conflicted members decide so and minute the decision

What does 15 require?

Once a member of an accountable authority has disclosed a material personal interest, the member must stay out of the meeting while the matter is considered and must not vote on it. The member may take part only under a written declaration by the responsible Minister (available only where the quorum would otherwise fail, the matter is urgent, or there is a compelling reason) or under a decision of the members without an interest that the member is not disqualified, recorded in the minutes.
