Only one penalty rate is payable at a time, and penalty rates do not apply where overtime is payable. Employees directed into clause 23 ordinary hours get the unpaid meal break in 16.1 and the paid rest in 16.3, and overtime worked before or after those ordinary hours is paid under clause 22.
