Australia Model Work Health and Safety Regulations r556: r 556 Eliminate or minimise major incident risk and mitigate consequences

The operator of a determined major hazard facility implements controls that eliminate the risk of a major incident so far as reasonably practicable or otherwise minimise it so far as reasonably practicable, and controls designed to minimise the magnitude and severity of consequences to people on-site and off-site if a major incident occurs.
