The operator of a determined major hazard facility identifies all major incidents that could occur and all major incident hazards, including security-related hazards, having regard to advice from the area's emergency service organisations and regulatory agencies, and documents the incidents and hazards, the identification criteria and methods, and external conditions (including security) that could lead to major incidents.
