Before high-risk CSS processing begins, a PCBU ensures a silica risk control plan is prepared (or already prepared by another person) that identifies all high-risk processing, includes the r 529CA risk assessments, documents the controls and how they will be implemented, monitored and reviewed, and is readily accessible and understandable (a compliant SWMS for high risk construction work suffices). The PCBU puts arrangements in place so processing follows the plan, makes it available and gives it to all workers before they start, stops processing that departs from the plan and resumes it only in accordance with it, and reviews and revises the plan when controls are revised under r 38.
