Workers must have a reasonable opportunity to express views, raise issues and contribute to decisions, for example by suitable time during work hours, regular discussion at workplace meetings and different feedback channels such as email, an intranet page or a suggestion box. Duration depends on the complexity of the matter, the number consulted, how accessible workers are and the method; a simple matter can be dealt with in hours or days, a complex technical matter or a large workforce may need longer. Where there are health and safety representatives they must be included, with or without direct involvement of workers.
