Australia Model Code of Practice: Work Health and Safety Consultation, Cooperation and Coordination 2.2: 2.2 Consult on the adequacy of welfare facilities and on changes to them

The PCBU must consult workers when deciding what facilities are needed, such as the number and location of toilets, considering the size and make-up of the workforce, the nature of the work, the hazards and the size and location of the workplace. Consultation includes access, cleaning and maintenance. Where facilities exist, workers and representatives should be consulted about changes that affect their adequacy to decide whether to change or expand them. Facilities include toilets, drinking water, washing and eating facilities, change rooms, personal storage and first aid.
