The PCBU must ensure so far as reasonably practicable that information, training, instruction or supervision necessary to protect all persons from risks from the work is provided, and that it is suitable and adequate having regard to the nature of the work, the risks at the time and the controls, and given in a way readily understandable by the recipient (WHS Act s 19; WHS Regulations r 39). Workers must be trained and have the skills to carry out the task safely by a competent person, before they use plant. Safety information must also reach those installing, commissioning, testing, maintaining, repairing, decommissioning, dismantling or disposing of plant. Safe work procedures can cover correct use of guarding, safe immobilisation of vehicles, access and operation, who may use the plant such as authorised or licensed operators, inspection, shut-down, cleaning, repair and maintenance, traffic rules and no-go areas for mobile plant, malfunctions, emergencies and PPE, and emergency instructions should be displayed on or near the plant. Training should be practical, account for literacy and experience, and supervisors should correct unsafe practices promptly.
