Australia Model Code of Practice: Managing the Risks of Plant in the Workplace 1.2c: 1.2 Meet upstream duties as designer, manufacturer, importer, supplier or installer

Designers, manufacturers, importers, suppliers and installers, constructors or commissioners of plant, substances or structures must ensure so far as reasonably practicable that what they design, make, import, supply or install is without physical and psychosocial risk to health and safety, including by testing and analysis and by giving specific information (WHS Act ss 22 to 26). The WHS Regulations require manufacturers to consult designers, importers to consult designers and manufacturers, and the person who commissions construction work to consult the designer of the structure.
