The PCBU must manage the risk of a fall from one level to another that is reasonably likely to injure anyone, and must ensure so far as is reasonably practicable that work with a fall risk is done on the ground or on a solid construction. It must also provide safe means of access to and exit from the workplace and from any area from or through which a person could fall, such as a platform or scaffold (WHS Regulations r 78). These two measures are meant to eliminate the fall hazard so far as is reasonably practicable.
