AS 1940 gives guidance on package stores, bulk storage, tank design, pipework and valves for flammable and combustible liquids. The WHS Regulations require notification to the regulator when an underground, partly underground or fully mounded tank of flammable liquids or gases is abandoned, and placards and signs should be removed once it holds no hazardous chemicals. Work on existing or abandoned tanks and pipework is dangerous where residual flammable gases, liquids and vapours remain: tar-like deposits and sludge may not be removed by water flushing or detected by vapour testing, and exposure to air, sunlight or heat work may release vapours. To limit risk remove the tank from the ground, move it to a disposal area and have it decommissioned; fill the tank with an inert solid such as concrete or sand; or, if it will be reused within two years, fill it with water and a corrosion inhibitor.
