Australia Model Code of Practice: Managing Risks of Hazardous Chemicals in the Workplace 6.1a: 6.1 Prepare, maintain and implement an emergency plan (rr 43 and 361)

The PCBU must prepare an effective emergency plan for the workplace (r 43). If the quantity of a Schedule 11 hazardous chemical exceeds its manifest quantity the plan must also be provided to the emergency services organisation and revised in line with its recommendations on effectiveness (r 361). Its purpose is to plan for and reduce the effects of any dangerous occurrence or near miss from handling hazardous chemicals, considering the nature of work and hazards, the size and location of the workplace and the number of people. For sites with large quantities, giving neighbouring sites the plan and actions on alarm can help coordinate response. The plan must provide for emergency procedures (response, evacuation, notification of emergency services at the earliest opportunity, medical treatment, communication between the coordinator and everyone on site), testing procedures and frequency and how relevant workers get information, training and instruction. A comprehensive plan also includes a site map showing chemical storage, key responsibilities, activation, alarm, extent estimation, accounting for all persons, isolating the emergency area, response team roles, spill containment, firefighting water retention, power and energy disconnection, preventing release to drains, help to emergency services, site security, dealing with public and press and rehabilitation.
