A PCBU must ensure, so far as is reasonably practicable, that workers and other persons are not exposed to risks to their psychological or physical health and safety (WHS Act s 19). It must eliminate psychosocial risks, or where that is not reasonably practicable minimise them so far as is reasonably practicable. The WHS Regulations add that the duty holder must identify reasonably foreseeable hazards that could give rise to psychosocial risks, maintain implemented controls so they stay effective, and review and if needed revise them. In choosing controls the PCBU must have regard to all relevant matters: the duration, frequency and severity of exposure, how hazards interact or combine, work design including job demands and tasks, systems of work, workplace layout and conditions including entry and exit and welfare facilities, workers accommodation, plant, substances and structures, workplace interactions and behaviours, and the information, training, instruction and supervision provided.
