The principal contractor must prepare a written WHS management plan for the workplace before work on a construction project starts (r 309), easily understood by workers, contractors and subcontractors. It must contain: the names, positions and health and safety responsibilities of people whose roles carry specific WHS responsibilities (such as site supervisors, project managers, first aid officers); the arrangements for consultation, cooperation and coordination between PCBUs; the arrangements for managing WHS incidents; site-specific health and safety rules and how people will be told about them; and the arrangements for collecting, assessing, monitoring and reviewing SWMS. It may also cover the hazardous chemicals register, SDS and storage, plant use and storage, a traffic management plan, essential services information, security and public safety, licences and training, and identified psychosocial hazards and controls.
