A PCBU must eliminate risks to health and safety, physical and psychosocial, where reasonably practicable, and otherwise minimise them so far as is reasonably practicable. Where the WHS Regulations prescribe specific controls, such as shoring, benching or battering trenches 1.5 metres or deeper, those must be in place before work proceeds. Higher order controls must always be considered first: elimination (for example doing work at ground level), then substitution (water-based waterproofing instead of two-part epoxy, noise-reduced saw blades, water-based paint), isolation (physical barriers separating mobile plant from people), and engineering controls (material hoists or cranes to move loads, benching or shoring excavations, falling object and roll-over protective structures on excavators, residual current devices, visibility and lighting that support supervision and deter harmful behaviour).
