Assessing risk considers the severity of possible injury or illness and its likelihood, including the number of people exposed. The WHS Regulations do not expressly require a risk assessment for construction work, but in many cases it helps identify who is exposed, what causes the risk, what controls are needed and whether existing ones work; it is not needed where the risk and its control are already known. SWMS for high risk construction work are dealt with separately.
