Australia Heavy Vehicle National Law Safety Management System Standard 2026
Schedule 3 Alternative compliance accreditation, mass (requirements 2 to 9) – Australia Heavy Vehicle National Law Safety Management System Standard 2026

Australia Heavy Vehicle National Law Safety Management System Standard 2026 S3-7: ACA mass, training and competence: persons with mass responsibilities understand the policies, procedures and instructions for their roles and why they exist, training appropriate to responsibilities and mass risks, evidence that training was delivered and competence maintained as systems or conditions change, and training that supports consistent application of mass controls

What does S3-7 require?

ACA mass depends on the competence and awareness of the people who carry out or influence mass-related work, so those with designated responsibilities are trained in, and familiar with, the specific policies, procedures and instructions that apply to their roles, understanding not just what is required of them but why, and how their actions affect mass compliance. Training builds consistency, cuts reliance on informal know-how and embeds mass expectations in daily work, and the system can show that training took place and that responsible people stay competent as roles, systems or conditions change. Four things are looked for: people with mass management responsibilities can show they understand the policies, procedures and instructions relevant to their roles; the training suits the responsibilities held and the mass risks the operator manages; evidence shows that training was delivered and that responsible people remain competent as systems or operating conditions change; and the training arrangements support consistent application of mass controls across the organisation.
