Schedule 3 adds to Part 2 for operators seeking mass alternative compliance accreditation against the prescribed operations requirements in section 5H of the Heavy Vehicle (Mass, Dimension and Loading) National Regulation; the Regulator can grant it only where the SMS meets Part 2 and this Schedule. Sound mass management rests on clear allocation of authority across every function that affects how vehicles are loaded and run: the operator identifies the positions that manage and verify mass activities and assigns responsibility deliberately, on an informed understanding of how loading actually happens. Four things are looked for: mass management responsibilities are clearly allocated across management, operation and verification; leadership can see mass-related risks, such as overload incidents or equipment failure, well enough to oversee the system's effectiveness; the allocated responsibilities are visibly exercised in practice, with governance-level sight of compliance outcomes; and leadership keeps watch on workforce capability so that people with mass-related tasks understand and apply the systems of work correctly.
