Vehicle mass is established before every departure in a way that reliably confirms compliance with the applicable axle and gross mass limits, through an objective approach to loading rather than estimates, assumptions or informal habit. Before a loaded vehicle or combination sets off, its mass is either measured directly or assessed by a method giving equivalent assurance; the system allows for foreseeable variation in the load (density, volume, quantity, distribution) so that such variation cannot produce an exceedance, and compliance is controlled at the point where the risk is created, before departure, rather than discovered afterwards, through loading practices that are structured, repeatable and able to demonstrate that limits are not exceeded in normal operation. Five things are looked for: mass is determined before departure by a method giving objective assurance of compliance with axle and gross mass limits; loading decisions follow defined, repeatable methods rather than estimates or informal judgement; the method allows for foreseeable variation in load density, volume, quantity or distribution; vehicles do not start a trip until mass compliance is confirmed; and enough records of regulatory non-conformance concerning vehicle suspension are kept to identify, review and manage suspension-related mass risk.
