On conveyances other than ferries, dedicated school buses and small aircraft, a handrail on stairs that extends beyond the top or bottom step must not compromise any access path, and one that stops at or is interrupted at the top or bottom step must carry a domed warning indicator 150 mm from the end or interruption, 4 to 5 mm high and 10 to 12 mm across; stair handrails must comply with clause 9 of AS 1428.1 (2021) and have at least 30% luminance contrast against surfaces within 2 m, and no handrail is needed for a single step in a bus. A handrail installed above an access path must meet item 9(d) and figure 29 of AS 1428.1 (2021). Every passenger door on a bus (other than a dedicated school bus) must have one or more handrails that can be reached when the door is open, permanently fixed to the body of a door that opens outward. On ferries, stair handrails must have the cross-section in clause 9(b) of AS 1428.1 (2021), 30% contrast, and the same domed indicators where they stop short of or are interrupted at the top or bottom step. These sections apply to new conveyances and handrails installed on or after 13 October 2026.
