AS/NZS 4836:2023 Safe Working on or near Low-Voltage and Extra-Low Voltage Electrical Installations and Equipment 2.3.1-2.3.2: 2.3.1 and 2.3.2 Identifying hazards and electrical hazards before work

All hazards and environmental factors must be identified before work starts, for example shock, arc flash, where exposed live parts are, cramped, hot or wet conditions, moving plant such as cranes or transfer cars, and hazardous areas; every conductor and part, neutral and earth conductors included, is treated as live until proven dead (test before touching), and stored non-electrical energy such as counterweights or hydraulic and pneumatic pressure should be made safe. Electrical hazards in the installation must be identified before work, considering the work itself, the physical work area, how the work is designed and managed, equipment and substances used, the design, construction, maintenance and testing of the installation, any design change, work being done on or near it and defective or inoperative protection. Consultation with workers, equipment suppliers and health and safety representatives or specialists is recommended.
