Before any job on or near electrical equipment or an installation, a competent person has to judge whether the job can safely go ahead, using a risk management system; every job is planned and organized to minimise its risk. Eliminating the risk is the most effective control, and where the assessment shows the risks cannot be brought under enough control for safe work, the job must not proceed. The process has four steps: identify hazards, assess and prioritize risk, apply controls and monitor and review (AS ISO 31000 and AS/NZS 4804 give further guidance; Appendix E shows a bowtie technique).
