In Australia the supplier is treated as responsible for the initial electrical safety of new equipment: it need not be tested, but it should be looked over for obvious damage, and if nothing is wrong the owner or the responsible person should arrange for it carries the new-to-service tag described in 2.5.2.1(c) (owners of office and computer equipment may have their in-house competent person tag it). In New Zealand every new item has to be inspected, tested and tagged as it enters service, except where it runs from an RCD or portable RCD that is itself electrically safe and currently tagged (see regulation 26 of the Electricity (Safety) Regulations 2010).
