All ECO members, including deputies, must be trained for the duties in the procedures, with enough people trained in each position to cover absences, and training must include exercises and assessment. Content must address duties, procedures for the specific emergencies, responding to alarms and reports, initiating warnings, communication, pre-, during and post-emergency activities, occupants with disability, human behaviour in emergencies, installed response equipment and the performance of the building's fire safety features. Those in the chief, deputy chief and communications positions, and their deputies, need further training in roles, decision making, command and control, record keeping, coordinating communications, liaison with emergency services, evacuation and post-emergency activities. Occupants nominated for first-attack firefighting must be trained for it, and where a specialist response team is established its members need response skills training for the identified emergencies.
