Arizona Air Quality Regulations (ADEQ / ARS Title 49 / AAC Title 18 Chapter 2) 49-457.01: A.R.S. 49-457.01: leaf blower restrictions and training in the Phoenix area

In a county of two million or more people or a serious PM-10 nonattainment or maintenance area, no person may blow landscape debris into public roadways or use a leaf blower except on surfaces stabilized by paving, hardscape, bituminous treatment, decomposed or crushed granite, aggregate or gravel cover, or grass or other continuous vegetation. Anyone operating a leaf blower for pay must complete department-approved dust minimisation training at least every three years, and sellers and renters of such equipment must give buyers and renters the department's printed materials. Sites with a fugitive dust permit from a control officer are excluded.
