A permit is not transferable from one location or source to another, except that a mobile or portable source may move after notifying the department. It may pass from one person to another only if the holder first notifies the director in writing with the transferee's name, address, telephone number and statutory agent, the effective date and any other information required by rule. The director may deny the transfer within ten working days if the transferee cannot operate in compliance.
