A Title V source may make changes without a permit revision only if they are not Title I modifications, do not exceed permitted emissions, meet the conditions set by rule, and the director receives written notice at least seven days before the change begins. A request for revision, revocation or termination, or a change notice, does not stay any permit condition, and the permittee must give the director in writing, within a reasonable time, any information requested to decide whether cause exists or to determine compliance.
