AML/CTF Rules 2025 (Australia) R8-3: Ordering institution: collect, verify and pass on payer and payee information by transfer type

The ordering institution must collect payer information and the payee's full name, verify the payer information, and pass on payer information, the payee's name and tracing information, with variations: domestic transfers through BECS, BPAY or DEFT need only tracing information passed on; batch messages carry payer information and, for each transfer, the payee's name and tracing information; merchant payments and refunds pass on the card number only; ATM cash withdrawals require the payer's name and the card number; and transfers to a self-hosted virtual asset wallet require collecting and verifying payer information and the payee's name without passing it on.
