AML/CTF Rules 2025 (Australia) R7-1: Correspondent banking: due diligence on entry and senior officer approval

Before entering a correspondent banking relationship involving a vostro account, a financial institution must assess the ML/TF/PF and serious-crime risks, considering the respondent's and any ultimate parent's ownership, control and management; the respondent's business, customers and the transactions it would put through; the countries involved and the quality of their AML/CTF supervision and the respondent's compliance; the adequacy of its AML/CTF controls; public information about its and its group's regulatory investigations, adverse actions and proceedings; and, for payable-through accounts, whether it will do CDD on the customers using them and can produce that information and data on request. The approving senior officer must consider the written assessment, the adequacy of the correspondent's own program to manage the risks and, for payable-through accounts, be satisfied on the respondent's CDD and information production.
