ACT Residential Tenancies Act 1997 cl54: Sch 1 cl 54 Premises fit, clean, repaired and secure at the start; locks

At the start of the tenancy the lessor must ensure the premises and included furniture, fittings and appliances (unless excluded in writing) are fit for habitation, reasonably clean, in a reasonable state of repair and reasonably secure. Either party may change locks with the other's agreement, which is not to be unreasonably withheld, or alone in an emergency; a tenant or occupant protected by a family or personal violence order may change locks without agreement; and a key to a changed lock goes to the other party as soon as possible unless that would affect the protected person's safety.
