Customs may require the vessel operator to send electronic vessel stow plans to the import Customs office no later than 48 hours after departure from the last foreign port (before arrival for voyages under 48 hours; non-container vessels exempt), and may require carriers to send container status messages on terminal movements and status changes for all containers, including empties, bound for the import office within 24 hours of entry into the carrier's system, without obliging carriers to create messages they do not already keep (bulk and break-bulk exempt).
