Customs follows the integrated Customs control procedures of the WCO ISCM Guidelines, with automated, interoperable exchange of harmonised messages. This needs legal authority to require advance electronic information from exporters, importers and carriers for security risk assessment, limited to the Annex II data elements (additions go through the SAFE Working Group's data maintenance mechanism), and a legal basis for cross-border cooperation on risk assessment and controls (national-law guidelines, the Model Bilateral Agreement, the Johannesburg Convention), including agreement on mutual recognition of control results and AEO programmes.
