The exporter or its agent files an electronic export goods declaration with export Customs ahead of loading the goods into the container or onto the conveyance that will carry them out, and confirms to the carrier in writing (preferably electronically) that it has done so. Customs asks for no more than the Annex II security data; an incomplete or simplified declaration may need a later supplementary declaration under national law.
