Domestic and foreign service enterprises must authenticate users' information when they register digital accounts and keep user information and accounts confidential. Under Decree 333 accounts are authenticated by a Vietnamese mobile number, or by personal identification number or another lawful electronic identity where the user has none; commercial livestream accounts must be authenticated by personal identification number; and only authenticated accounts may post, share or use interactive features.
