When a person becomes engulfed, or is likely to become engulfed, the employer, or the self-employed person, must have the emergency procedures put into effect without delay. The procedures are those established before work under r 331(2) and (3), so rescue people, equipment and first aid arrangements must be on hand whenever the work is under way.
