Employers and self-employed persons must review, and revise where necessary, measures controlling construction work risks: before any change to how the work is done or to its system of work, including a change of work location; when new or extra information on construction hazards becomes available to them; when the controls are not adequately controlling the risks for any other reason; and after an HSR asks for a review. An HSR may ask where they reasonably believe one of the first three circumstances exists, or that the duty holder failed to review properly or failed to consider those circumstances when reviewing or revising.
