US Section 504 of the Rehabilitation Act (29 USC 794) and HHS Rule 45 CFR Part 84 84.83-84.84: Make kiosks accessible, and ensure all web content and mobile apps conform to WCAG 2.1 Level AA from 11 May 2027 (fifteen or more employees) or 10 May 2028 (fewer), unless a fundamental alteration or undue burden is shown

What does 84.83-84.84 require?

No qualified individual with a disability may be excluded from or discriminated against in a program or activity delivered through kiosks. A recipient must ensure that web content and mobile applications it provides or makes available, directly or through contractual, licensing or other arrangements, are readily accessible to and usable by individuals with disabilities: beginning 11 May 2027 a recipient with fifteen or more employees, and beginning 10 May 2028 a recipient with fewer, must ensure they comply with the Level A and Level AA success criteria and conformance requirements of WCAG 2.1 (incorporated by reference), unless it can demonstrate that compliance would fundamentally alter the program or impose undue financial and administrative burdens. The compliance dates were moved by the amendment of 11 May 2026.
