A recipient must take appropriate steps to ensure that communications with applicants, participants, members of the public and companions with disabilities are as effective as communications with others, and must furnish appropriate auxiliary aids and services (interpreters, captioning, accessible formats and the like) where necessary to afford an equal opportunity, choosing the type by the person's method of communication and the nature, length, complexity and context of the exchange, giving primary consideration to the person's request, and providing them timely, in accessible formats and in a way that protects privacy and independence. It may not require the person to bring an interpreter; may rely on an accompanying adult only in an emergency with no interpreter available or where the person specifically requests it, the adult agrees and reliance is appropriate; and may rely on a minor child only in such an emergency. Video remote interpreting must deliver real-time, full-motion, high-quality video and clear audio over a dedicated high-speed connection, with an image large enough to show faces, arms, hands and fingers, and users trained to set it up quickly.
