US Magnuson-Moss Warranty Act (15 USC 2301-2312) 703.3-4: 16 CFR 703.3 and 703.4 Mechanism funded, insulated, free to consumers, with qualified independent members

The mechanism is funded and staffed well enough to resolve every dispute fairly and quickly and charges consumers no fee. The warrantor and any sponsor keep the mechanism, its members and staff insulated from their influence (funds committed in advance, merit-based personnel decisions, no conflicting duties for mechanism staff). No member deciding a dispute is a party, a party's employee or agent, or a person who is or may become a party to litigation about the product; where one or two members decide, none has direct involvement in making, distributing, selling or servicing any product, and where three or more decide, at least two-thirds have none.
