US FDA Food Labeling Regulations (21 CFR Part 101)
Subpart A: General provisions (principal display panel, information panel, identity, ingredients, name and place of business, nutrition labeling, warnings, misbranding) – US FDA Food Labeling Regulations (21 CFR Part 101)

US FDA Food Labeling Regulations (21 CFR Part 101) 101.4: Ingredient designation: common or usual names in descending order of predominance by weight, sub-ingredient declaration, the 2 percent rule, collective names, and the specific rules for spices, flavors, colors, fats, sweeteners and water (101.4)

Ingredients are listed under their common or usual names, heaviest first by weight, with ingredients present at 2 percent or less permitted after a 'contains 2 percent or less of' statement in any order. A multi-component ingredient is declared either by its name followed by a parenthetical list of its ingredients in descending order, or by incorporating its ingredients into the main list. Collective names are allowed for certain ingredients (for example 'spices', 'natural flavor', 'artificial color' subject to 101.22, and the listed fruit and vegetable juices and oils blends with 'and/or' labeling), while fats and oils must be declared by their specific source names, water added is an ingredient, chemical preservatives must be named with their function, and the specific designations of 101.4(b) (milk, skim milk, enriched flour, caseinate, yeast, sodium nitrite, leavening, modified food starch, protein hydrolysates and others) apply. Dietary supplement ingredient listing follows 101.4(h) and 101.36.
