III.2 Principles (paras 25 to 47) – UNESCO Recommendation on the Ethics of AI

UNESCO Recommendation on the Ethics of AI P6: paras 35, 36 Human oversight and determination: responsibility always attributable to people or legal entities; life and death decisions not ceded to AI

Member States should ensure ethical and legal responsibility for every stage of the life cycle, and for remedy, can always be attributed to natural persons or existing legal entities; oversight includes inclusive public oversight. People may rely on AI for efficiency, but handing over control is itself a human choice, AI never takes over ultimate human responsibility, and decisions over life and death should normally stay with people.
