III.2 Principles (paras 25 to 47) – UNESCO Recommendation on the Ethics of AI

UNESCO Recommendation on the Ethics of AI P10: paras 46, 47 Multi-stakeholder and adaptive governance: respect data sovereignty, involve stakeholders across the life cycle and respect Indigenous data self-governance

Data use has to respect international law and national sovereignty, which means States may regulate data created in or transiting their territory. Participation of diverse stakeholders across the life cycle, including civil society, academia, equality bodies and groups for youth and children, is needed for inclusive governance; open standards and interoperability should support collaboration, governance should adapt to new technologies and stakeholders, marginalised groups should participate meaningfully, and Indigenous Peoples' self-governance of their data should be respected.
