III.2 Principles (paras 25 to 47) – UNESCO Recommendation on the Ethics of AI

UNESCO Recommendation on the Ethics of AI P1: paras 25, 26 Proportionality and do no harm: justify the use and method of AI, assess risk, keep final human determination, no social scoring or mass surveillance

No AI life cycle process should go beyond what a legitimate aim requires, and risk assessment and preventive measures should be in place wherever harm to people, rights, communities or the environment may occur. The choice to use AI and of the method should be justified as appropriate and proportional to a legitimate aim, not infringing the foundational values or human rights, suited to the context and scientifically sound. Decisions that cannot easily be undone, or that concern life and death, should be finally determined by a human, and AI should never serve social scoring of people or mass surveillance.
